Nuketown changes of R700 and M40A3

Hey,

We changed the damage settings on our 3xP' Nuketown server for the R700 and M40A3

they now onehit every time, exept wallbangs, hitting lower leg or foot,

I often saw the situation that and aku and ak on nuketown are a bit to strong against scopes, so we made this update as a test for 2 Weeks,

after this we will decide if it will stay or if we will change the damage settings back to the normal ones.

It will also reduce the randomness of scope vs scope battles on nuketown,
